The passing of a By-law must be preceded by a notice of motion at a sitting of the council. The By-law may then only be passed at a subsequent meeting held on a subsequent day (Municipal Code of Québec, Section 445, Cities and Towns Act, Section 356).

The notice of motion, which outlines the by-law’s purpose, serves to publicly inform municipal council members that they will be voting on a by-law and inform Shannon’s citizens of the By-law’s adoption at a subsequent meeting of the municipal council.
